Hidalgo County Irrigation District No. 1 GM 2023- Carlos Guzman
After retiring from 36 years of distinguished service with the Edinburg Consolidated Independent School District (ECISD), Mr. Carlos (Charlie) Guzman embarked on a new chapter in his career by accepting the position of General Manager for Hidalgo County Irrigation District No. 1 (HCID1), succeeding Mr. Rusty McDaniel, who served the district with dedication for over 20 years.
As General Manager, Charlie’s responsibilities encompass a diverse range of activities that vary daily. His key duties include:
• Having open, transparent, and productive dialogue with the HCID1 board members.
• Reviewing plats for new subdivisions and commercial developments on behalf of HCID1.
• Addressing complaints, questions, and concerns across the district.
• Managing legal and political issues within the district to safeguard its interests.
• Proactively addressing challenges related to weather, development, and ongoing projects.
• Developing innovative strategies to improve water delivery systems and maintain water storage.
• Representing HCID1 among fellow irrigation district managers.
• Participating in city, county, state, and federal meetings to discuss water issues and advocating for solutions that affect the local famers and municipalities.
